That is fairly standard doctrine for new students diving on air to keep their depths shallower than 65 ft.

We then encourage them to take a nitrox course in order to dive in the range of 70 ft to 100 ft, and the nitrox can be part of an AOW course.

People who dive deeper than 65 ft on air are not diving the best mix.

Sure, you can dive to 300 ft on air if you want to, but that is not smart either, even though there are NOAA tables for doing so.

You can get nitrox and trimix in almost any part of the world. If you cannot, then go ahead and dive deep air. Just realize that you are then not diving the best mix.
