For dive travel, I believe that it is best to bring your own gear, consisting of at least the following:
Mask
Reg
Electronic depth gauge and timer
It seems like you could rent absolutely everything else. Therefore I certainly agree with the "mask" point made earlier.
When I travel, I bring everything with me except the tanks. And as carry on only.
