The easiest are usually LaJolla Shores, Avalon Dive park, and most Santa Barbara beaches - cost of gas and an air fill (boat trip to Catalina for Avalon) and you're set. If you lack beach diving experience, recommend the LA County ADP program - for $450 you'll REALLY learn to dive beaches and be a better diver. Also teh 3 R's program - see the website.
As for boats - check those listed on diver.net (this bbs) and check some past reviews / commentary. My favorites are: Great Escape, Spectre, Peace, Magician. The Truth boats in Santa Barbara are fancy, but in my humble opinion, I don't like to dive them as much as the others I mentioned.
