I understand that it greatly reduces drag underwater so that you can cover more ground faster with less energy, and, a back plate enables you to fit into tight spaces. That is why they are particularly popular in lobster season.
I don't think that lobster hunters are too concerned with bouyancy. If anything I would guess being negative would be a plus. Chris uses a regular BC for photography.
