Actually it wasn't disease. The 1982 Southern Sea Otter Recovery Plan considered that a large oil spill was the greatest threat. The experimental population at San Nic was meant to:
1) Provide 'reserve' in case of an oil spill.
2) Was meant to provide otters for additional translocations.
