USCG obviously cared SO much for this "gravesite", they didn't bother to find it themselves for 60+ years. Historically interested divers spend their own time and money to find it. They publicly announce it, as well as plans for a travelling exhibit. Seems a far cry from looting to me. The govt. just wanted to let others do the work, then stake their claim. Figures.
