The lightship belonged to the government before it
sank, and still does. So the bell belongs to the
government, not the Boston Sea Rovers. Just as the
owners (or insurers) of a commercial or private
vessel still own it, even if it's on the bottom.
Salvage requires cutting a deal with them.
As somebody pointed out, "finders keepers" doesn't
work well. Maybe I should go find your car.
