Connections help, no doubt! But I think it also has to do with the way that diving and its potential economic benefits are perceived by leaders in the state.
In Florida, dive tourism is a major cash cow. With close proximity to the Bahamas and the Carribean, Florida seems to be doing whatever it can to attract divers and their $$$$.
British Columbia has the same pro-diving attitude.
What has the state of California done to promote dive tourism? The leadership wouldn't even allow the abandoned rigs to be turned into artificial reefs ....
