I believe that they have to remove all the wire and cabling, and anything that might become a hazard to divers as the ship decays. They have to scrap off anything that will leach into the environment...like lead paint, asbestos, etc.
On the Yukon they filled the boilers with concrete so nobody could get in there and croak. You know, it adds up. Probably have to pay storage fees, tugging fees, grease the right palms. Etc, etc, etc.
