I would think that they would encourage diver access during construction as a means to demonstrate no enviromental damage to the surrounding underwater ecosystem. If they shut everybody out and then reopen it in a few years and it doesn't look like it does now, well.........
Underwater monitoring by recreational divers during the construction should be an important part of their development plan.
Their plot of land sits right above a very special diving area.
