Now had they had a GPS and set the movement parameters to trigger an audio alarm when they mvoed a set distance off anchor, and of course, no safe group of skiff divers is ever without a backup GPS, and of course, every person on board should have been CPR, Coast Guard, anchor, transfusion, communicable disease and of course, PADI peak performance bouyancy certified.

Aren't in fact all emergencies avoidable? As an example, if you never went out on the boat, you would never have a chance to get seasick and barf in your reg, which would have brought fish, which would have attracted that shark, which bit your ass because you failed to dive safely with that electrical shark repellant device and swim in your personal shark cage, after all, all shark attacks are avoidable, in fact, I trust you wear a whole body condom that completely seals off all fluid and aersolized airborne pathogens while kissing your girl, after all, oral diseases are avoidable (with proper training) to go along with that helmet and kneepads and kidney brace and cervical coller and HANS nascar restraint and nomax heat resistant suit you wear while driving.
