Held accountable? To whom? They were all fine! Ever forget to plug in your drysuit inflator, or forget to close your drysuit zipper all the way or? Or start to jump in with your cylinder unrefilled or its valve closed?

As to diverting rescourses via the Coast Guard not being able to rescue others even though none needed rescuing, while I don't necessarily disagree with that hypothetical scenario, would a better prohibition on behaviors that needlessly divert resources due to a behavior that is chosen and deliberate be addressed by banning male homosexuality, the primary and overwhelming vector of HIV? Couldn't more lives be saved by making it a law that all occupants of a motor vehicle wear helmets, that way you don't have to pay in the form of higher premiums for others stupidity for not wearing a helmet? Better yet, since diving is an option as opposed to a necessity, why dive at all, after all, you may need rescuing, and that places a burden on society just because you selfishly want to engage in an optional hobby that most people reject.

Tech my loved ones? Yep, they know how to keep their wits about them under stress.
