Old Marineland (aka Long Point in Palos Verdes) seems to be a good spot -- it juts out from the PV peninsular and the whales come close to shore there before cutting across Santa Monica Bay toward Malibu.

I was there on a Saturday and Sunday about a month ago and saw whales both days.
