State Dept of Fish and Game and the Federal Government (NOAA) are the places to get these practices banned. They are aware of the problems and have banned some practices through regulations.

I'd like to see tougher penalties (for whatever reason, we tend to be too lenient on violators) and more rigorous enforcement (but, alas, that takes guts and money which our Federal and State governments seem to lack).

We also lack common sense. If a boat looses a net, they should report the loss and pay for its retrieval. If we see a gill net in use, that boat should be confiscated....due process.
