I flew over Lake Mead earlier this week and was amazed at the good visibility around most parts of the lake. There are some areas with numerous small islands and it was possible to see submerged portions of the islands to quite some depth. My immediate thought was: wow! that looks like an interesting place to dive. If you had a small boat you could anchor near one of the islands and get access to lots of underwater terrain.

It would certainly pay to do some research with local dive shops in the L.Vegas area. From the air I could see that where small creeks emptied into the lake (particularly along the N.W. shoreline closest to L.Vegas) the water was very murky - areas you'd definitely want to stay away from. And here, probably more than most places, you'd need to take precautions to protect yourself from small boat traffic.
