Being an avid Diver and hunter, both underwater and in the field I have the utmost contempt for blatant poaching. I think it would be reasonable for a professional diver certification agency to revoke a diver's certification in case of severe poaching. This would certainly make it much more difficult for them to use scuba in the future for similar activity.
