You got a point and a hanging rotting corpse of a poacher in La Jolla. May hinder tourism and upset the residents, but I bet poaching would come to a screeching halt ;-) at least in the La Jolla area.
Now if Fish and Game would only have a open season on poachers ;-) Shooting a hole in a poacher's scuba tank and then watching him do cartwheels across the surface of La Jolla cove. Would be loads of fun, but should require a special sticker on your fishing/hunting license;-)
