How about if we just outlaw all diving Larry, it makes about as much sense as banning all spear fishing. You plan on punishing all legitimate spear hunters to solve an issue caused by one idiot. Just because you don't spearfish don't trample on someone
elses pursuits, unless you want yours outlawed as well.
