As a service, T.A. will get a DM and charge you unless the charter master brings their own. On my last trip with them last Fall, the T.A.-supplied people were basically deckhands. We had our own DM's.
Probably a liability issue or the fact that getting someone to actually work in Santa Barbara is rather hard.
