The scissors I use for fishing line/wire are dirt cheap EMT scissors. I paid about $3 each for them. I have cut 18 gauge solid steel wire with them before. Because I didn't want to dull my expensive jewelry hand tools. They claim they can cut pennies in half and cut seat belts. I believe them. I have also used them to cut kevlar line.

Since most fishing leaders are stranded. I bet your scissors will cut them all. At least until they get dull. Which won't take long cutting steel. If I dove in a place that was real heavy in fishing line. I would be packing scissors. Scissors are a underated tool.
