I don't make the rules, but the equipment you use to commit a crime, is called evidence. The officer not only can but must secure evidence so that it can be shown in court or there is no case. The court will eventually decide if the evidence will be returned to you. Right or wrong if you get caught violating Federal fish and game laws they often do seize your vehicle and vessel.
