How Come Avalon Harbor Didn't make them Move?

I would have thought that Avalon Harbor department would have aksed them to move away? I thought that commercial boats were restricted from operations within the ancorage and harbor/mooring areas?

You can also complain to the CG if you felt their operations endangered any divers. Boats are to remain 150 yards from vessels flying dive flags. I am sure a similar rule exists for land based diving operations.
