while you are correct about that there is no legal distance a vessel must stay away from a "diver down" flag, to the best of my knowledge a vessel does have a set distance it is to stay away from the "alpha" flag. this is the blue and white flag a dive vessel posts next to the "diver down" flag and represents a vessel which is restricted in its' ability to maneuver. would it be possible to fly one on the perimeter of the dive park? as an active instructor who regurarly takes classes to the point, it would be a terrible experience for a dive student to encounter a hook on one of their first dive experiences, especially if it is one of the junior divers i normally teach...
