In addition to the state law, there can be local laws. There is a country law (I have read it, this link isn't too firm about it) that says that divers have to fly the flag, but nothing that says anyone has to avoid it. I haven't read the manhattan beach law referenced, I don't dive there.

The alpha flag is inappropriate. It means that the boat is burdened and not subject to the normal right of way rules. It's like the old joke about the admiral that wanted the lighthouse to give way.

I don't know what it takes to make the avalon park a reserve, but if Avalon can do it, they should. I've never really been sure of its status, but I've heard that there is nothing that prevents spearfishing inside the park.
