Dive flags are required but basically offer you no protection. Marine Park designations seem to have no legal merits. Commercial closure of the front side of Catalina that is full of loop holes. Good Grief.
I wish that the Coast Guard would look at issues like the dive flags instead of paying all of thier attention to drifting Dan. I rarely worry about getting left behind, but I do worry about boat traffic a lot - and - evidently with good reason.
