From CHINO you can take any of the boats suggested out of Long Beach.
Beach diving in Laguna Beach, Palos Verde, Redondo or Malibu would also be not too bad a drive from there.
Then there is the already asked question of experience. Water yesterday in Malibu was 52 degrees F and felt colder. Summertime temps will be in the 60s and maybe on those great days 70 in the upper layer of water.
