I'd like to hear some history about this fool who shot the BSB at the Cove.
I'm a spearo, and a freediver as well as a scuba diver. All the members of the local spearfishing community that I know of respect the preserves, and the DFG laws in general.
For this clown and his buddies to pull up to the the preserve, anchor, and take guns into the water leads me to suspect that either they are not from around here, or they are brand new to owning spearguns, and not bright enough to seek training or research local laws.
Barring evidence to the contrary, I don't think these fools getting into the water with spearguns qualifys them as spear fisherman. This group is simply fools who picked up spearguns.
They might not even qualify as divers by the high standards of this BBS. Is there any anecdotal data about their histories?
