If it were up to me, I'd ban the spearing of any sheepshead. Its fair game to catch one when fishing, but there is ABSOLUTELY NO SPORT in spearing one of these tame creatures. Go spear a tuna, albacore, or white sea bass and you have my utmost respect, for you are a true sportsman. Spear a sheepshead or small calico and you are a weasel.
