What's next, marksmanship training for spearfishermen?! I know, a 15 day "cooling off" period! Next we can have a background check for anyone wanting to buy a speargun....and those that can be readily reloaded or are painted an evil utilitarian black can be outright banned.
As long as we are licensing people to engage in their constitutional rights, lets make people go through free speech training and apply for a permit or license to exercise their 1st Amendment rights too, thjat way the government can give permission for what is already an inalienable right.
