If your focus is diving, and that is all you want to do day and night, Coco View is the best option for you. I have no personal knowledge of Inn of Last Resort, but I hear it's a nice place for a "romantic getaway" type trip but the dive op suffers in comparison to others on the island. I can't recommend BIBR -- but this is all strictly personal opinion. You don't mention Anthony's Key, but I think it may be the best compromise in terms of quality dive op and non-diving services and accommodations.
My only other piece of advice: Don't ever go during November -- Hurricane season is better than the Wet season (again, you experience may vary). Good luck.
