SUBJECT: California Ocean Protection Council Meeting - Friday, June 10, 2005

As Chair of the California Ocean Protection Council, I would like to invite you to the second meeting of the council on June 10, 2005, at 10 a.m. in San Francisco. The meeting will be held at the San Francisco Ferry Building in the Port Commission hearing room on the second floor. The Ferry Building is located on the Embarcadero at the foot of Market Street.

The California Ocean Protection Council was established pursuant to the requirements of the California Ocean Protection Act that was signed into law by Governor Schwarzenegger last year. The council consists of Council Chair, Secretary for Resources Mike Chrisman, State Lands Commission Chair, Lieutenant Governor Cruz Bustamante, Secretary for Environmental Protection Alan Lloyd, and two ex officio members, Senator Sheila Kuehl and Assemblymember Pedro Nava. The council will help coordinate and improve the protection and management of California’s ocean and coastal resources.

At the council’s first meeting on March 21, 2005, U.S. Commission on Ocean Policy Chair, Admiral James Watkins and Pew Oceans Commissions Chair, Leon Panetta applauded California for being a national leader in ocean and coastal protection and for implementing many of the recommendations of both commissions. The council was briefed on the progress being made to implement the California Ocean Protection Act. These briefings covered funding, ocean and coastal law, economics, water quality, fisheries management, and the Marine Life Protection Act Initiative. The council also took action by responding in writing to several members of Congress. The council opposes efforts to lift the moratorium on offshore oil and gas leasing, to oppose efforts to reduce the protections of the Coastal Zone Management Act, and to oppose efforts to reduce or eliminate states authority over the siting of liquefied natural gas terminals.
