The truth is that laws only keep honest people honest and allow for prosecution of the flagrant violators like the twit that shot the BSB from behind "in self defence".
Still, the statement here seems weird.

They must not have gone in the reserve. There are a lot more fish than there would be and the
invertebrates are doing fantastic. I'd love to do a lobster dive in the La Jolla reserve, but
it would be to easy with the crowds of lobster there.

The reserves are good for the local life regardless of what the fishers want to tell you.
There could be more life, but there sure would be less if it was not a reserve
