Designating one part of an island makes no sense - example, scorpion anchorage at Santa Cruz I. - no take one side, take a few feet over. I'd say shut down an entire coastal section or island at a time and leave the others open. This would do more to help rejuvenate sites than the piecemeal approach used now and make it easier to know where its legal or not. Rotate the sites after the stock has returned so that the protected acreage remains the same, but that recoverd sites are reopened.

Agree that poachers will be poachers... we need laws and especially enforcement with some real teeth and heavy cash penalties.
