The dive industry since 1964 has improved training and equipment by leaps and bounds so Im sure it is safer than it was then. I mean look at the old "J" valves where you actually pulled a lever to get extra air when you ran low. Now we have SPG's. However, while diving in Catalina with some newbies my buddy brought along a few months ago I witnessed one of them go OOA at 15ft. No worries. He was so positively bouyant by then from improper weighting that he popped up to the surface like a cork.
