I think the original question ("Which do you think was done with the "better" scanner?") is not a very useful one to ask. A better question would be "Which scan do you like better?".
On my crapulent laptop monitor both look pretty bad. It looks like the right side one (test_2) has better shadow detail and sharpness by a good margin, but that could have nothing to do with the scanner and much more to do with the channel black and white point settings and unsharp masking settings used.
If I had to pick from these particular scans, I'd take the right one (test_2) as the starting point. And I'd work on a better monitor than my craptop LCD.
It's difficult or impossible to judge the quality of the scanner without knowing the quality of the person driving it!
