The one on the right is definitely a better scan, assuming all other factors being equal: same scan resolution, same application of unsharp mask.
But as to which was done with a "better" scanner (i.e. more $$$)? It's hard to guess. Sometimes spending more $$$ doesn't yield better results. Which can be very maddening.
But it's a nice shot in any case. I love those little orange guys.
