The information wasn't about divers. It was in response to a gentleman who was correctly treated by the boat crew etc and the AMBULANCE crew took 3 hours to finally decide to take him to a specific facility. If wearing a dog tag it would be possible to flash it at the ambulance personell and say "look here, call these guys or I'll call my lawyer" - they might just listen at that point. Unlike you two who are so busy sniping at each other.
