Similar setups (hookas)are used to clean the bottom of boats - most boat owners that are docked at a marina use a service like this. They come around on skiffs or zodiacs and leave a machine on the boat that pumps air to them. I wonder if he just got diconnected. Maybe he was a worker and not a rec diver.
