I believe it is due the profiles of typical rec dives here.
On most island dives you can dive from deep to shallow working up during the dive.
You do not need to spend extended times at one depth. Because of this, Nitrox is not a big advantage.
It is only an advantage for dives in which the entire dive is in the 60-90 foot range. More time shallower is not usually needed.
Because of this, the extra expense involved does not seem necessary.
