Let's see, rig scallops only for freedivers. That would definitey slow down the speed in which they are harvested and give them more of a chance to grow back. Also, the deeper ones would stand an even better chance to remain untouched.

While I still don't understand why they must be made available to hunters in the first place (even with restrictions), it would certainly be a compromise and a better solution than having them unprotected. But I prefer the current SB241 version.

BTW, how deep will the rig remains top? To make these sites a non-hazard for ships, I guess they would have to be cut off in at least 40-50 feet. But then, that's not much of an obstacle for freedivers.
