I would define tech as any diving below 130 FSW, and any diving that incurs a deco obligation.
Both of these flavors of diving require training beyond what the recreational agencies can offer. Also, beyond 130 FSW or a incurring a deco obligation require additional equipment beyond what is taught in a recreation course of any level.
By the way, 60 foot vis on the Moody on Saturday !!
