I agree that ops should make a bigger effort to qualify divers for advanced sites. I'm not in a postion to give any advice on what this qualification should be but I believe a combination of amount of dives logged (and checked!) together with a short interview, asking some vital questions, should provide the security both sides need to have.
Cert level is IMHO no indicator of qualification.
