I think all divers should keep an eye on others, if you feel something is wrong, should report to game and fish.
I like the punch card idea, but current punch card only requir county names. Wish they add exact cove name next year, so it will be easier to buster if somebody dives several places in one day.
Also I just heard this last weekend. It is legal that anybody can transport abs! Should make it requirs fishing licence, punch card, and actual diver in the vehicle.
Wish abs will be there for a long time!
shame on the Mendocino County District Attorney Norm Vroman declined to prosecute a similar case in September!
