If the gear he has is in good working order, it is fine. In dive gear, new definatly does not mean better.
Dacor is not my personal favorite brand, but it works fine. I know people who have used dacor regulators for reliably for years.
Have the regulator serviced, and also have the bc inspected if they have not been sitting unused for more than a year.
My guess is you don't need to spend more money.
