Most hotels in Monterey are on the expensive side, particularly during the high summer season. I notice a few nice hotels (comfort-inn type) on the ocean-side of HWY1 when driving to Monterey but they are probably located in the cities of Seaside and Marina, from the look of it. A bit of a drive (5 miles or so) but you may save some $. I've also camped at Veterans Park before (cheap and nice, with hot showers).

As for diving those days, you may want to try one of the boat dives. That'll take care of your buddy needs and you'll get to see a bit more/different. I personally like the Cypress Point/Sea people but it's only personal taste (no affiliation by the way). Also, if you can find a buddy to do Point Lobos reserve, definitely try that (reservation needed--they are on the web). I was there a few weeks ago--and still smiling about it.
