The Peace offers specific free diving trips.
The Great Escape has a hunting charter, both free & scuba diving, diving scheduled for early July. They have also offered exclusive free diving trips in the past.
I also believe the Westerley has some free diving charters. Go to the California Dive Boats link at the top of the BBS page to contact the boats.
