Personally, I don't know where you can get a boat, but try contacting Monterey Bay Divers at: http://www.mbdc.to/ They can probably help you with the details.
If you just want to go diving in Point Lobos, it's really not necessary to use a boat to access good spots around Whaler's Cove. Although if you want to access some spots farther out, a boat would save you a long surface crawl through the kelp. Good luck and have fun!
