Further to whata Rob said, there is a gate about 50 yards after the chained access road. This gate will be closed after 5 PM and won't be opened before 8AM. Sometimes the guards are a little late (but they are diver-friendly).
It is a great dive site and about the last one in SoCal with free ample parking. I like to paddle out with the kayak from there, going north, to dive at Pt. Vicente (under the lighthouse).
