When are you planning your trip? If time is flexible, then anywhere in the Southern Caribbean in Feb. / Mar is great. You can tie your dive trip into Carnival time - which is worth the trip in itself. Curacao or Bonaire are fabulous. So far, it's my personal favorite, but the search is not over. Cozumel has beautiful drift diving, and Scuba Club Cozumel is probably the best on the island for an all-inclusive resort. The only problem I found with them is the controlled diving within the groups. You don't have much (if any) freedom to dive unsupervised from the dive boats because you're diving with all levels in your group. For cost & convenience Kona is my favorite dive location for a warm water and aloha fix....... > ... have fun....
