Cozumel is great for diving (but not much else).
Consider Kona, Hawaii, since the diving there is, in my opinion, excellent, and there are a considerable number of other things to do
on the Big Island.
Maybe the best diving in the world (again in my opinion) is Bonaire, N.A. It literally is like swiming (or diving) in a tropical fish tank.
Consider the following (which is what we do when planning a trip):
1.How long will you have there?
2.How long does it take to GET there?
3. How much of your gear do you want to take (we take virtually everything and avoid rental costs)?
4. Will you want photographs/video to remember the trip by (some places don't cater to that much)?
5. How will the diving be the season you go? (mind the hurricanes, they are not tame....)
6. Communicate with the place you are going before you book. Do you like them and like their answers.
7. What's the word on the place you are going from others?
8. What's included in the price (and what's NOT).
9. What else is there to do there?
10. When are the dive trips during the day?
Just some thoughts.
